Conflict of Interest Definition from Pearson

Conflict of Interterest:
Any situation in which a person - such as a public official, an employee, or a professional - has a private or personal interest in a business relationship sufficient to appear to or to actually influence the objective exercise of his or her official duties. (Examples include, but are not limited to: inappropriate vendor or customer relations, misuse of confidential information, inappropriate and deliberate exercise of influence for personal gain.

Would this apply to a boss, Raymond M Lambert, with an inappropriate relationship with a subordinate?  Sorry Marie Hanna the sex was not good enough so I promoted Anna instead?
